While porting to Google Voice requires a US-based number according to this help article it’s unclear at this time wether or not a landline phone will work. Most mobile phone numbers form the larger carriers (AT&T, Verizon, Sprint, T-Mobile) can be ported to Google Voice, while it seems that only some prepaid phone numbers are portable.

The porting process took me 24 hours with AT&T, but I suspect other carriers such as Verizon, Sprint, and T-Mobile will be just as quick.
